Scaling effects - bevel

I am having some trouble scaling a bevel effect. I have a logo shape (below) which I have applied a few effects to. One of them is a bevel that looks good at this size.

However, I have to shrink the logo down as I made it too big. So obviously the effects become all distorted as a result. I realise I should have made sure of the size before I applied the effects, but oh well I'm learning. I went to Layer>Layer Style>Scale Effect and shrunk it down to 60% - roughly the same amount that I shrunk the entire logo, but it didn't change the bevel effect looking jagged and rough.

 

Ignore the black and white, I turned off a layer.

Is there any way to get around this? Every other effect has scaled fine it seems, just not the bevel and I don't know how to fix it. And yes I have played around with all the beveling options so its not as though chosing the smooth bevel effect makes any difference because it doesn't.
