Permanently disable layer filtering?

Hello. I work on lots of images and sometimes when I get them they new feature 'layer filtering' is set to on, and sometimes it's off. I want it to always be off but can't find out if that's possible. I continually have to disable it manually when it hides layers I need and it's getting frustrating.
