As you can see in the image the circular grab handles (I believe there are 4 of them on the outer circle) are missing on the lighting effects, making it nearly impossible to scale or rotate. I've turned on all extras and they would still not appear. In Photoshop CS6 they appear with no issue, they're only missing in Photoshop CC.
Does anyone have a solution? Sorry if this is an amature question I just can't figure it out! Thank you!
